Zoning File #998 <br />December 6, 1985 <br />Page #2 <br />The wetland/buildable land boundary was established by the <br />applicant's soil scientist, Steve Shirmers, based on observed soil <br />types, vegetation, and topography, and verified by staff. Although <br />the airphoto wetland maps indicate a somewhat larger area of Hamel <br />soils, actual borings on the site along with the 2* contour map have <br />verified that the wetlands map is incorrect. <br />Also note that Long Lake Creek passes through the property. City <br />Engineer Glen Cook has reviewed the project and the watershed to <br />determine the extent of flood plain, and recommends the edge of the <br />wetland conservation and flowage easement be established at the 935* <br />contour, which closely coincides with the dry buildable line. <br />Staff has no other concerns relating to the Bellows plat and <br />suggests the following motion for approval: <br />To recommend preliminary plat approval of the two-lot plat of <br />Maureen Bellows finding that the proposed subdivision meets all septic <br />standards set forth in the Orono On-Site Code and meets the standards of <br />the RR-lB zoning district, and that each lot is of a size and <br />configuration that will allow the construction of a single family <br />residence without the need of setback variances, such approval is <br />subject to the following conditions: <br />1) Dedication of the standard drainage and utility easements <br />along all property lines. <br />2) Welands to be described on the plat as drainage easements and <br />dedicated to the public - a conservation and flowage easement <br />shall be required over, under, and across the wetlands. <br />3) Proposed home and all accessory structures on Lot 1 must meet <br />all setback standards of the RR-lB zoning district. <br />4) Applicant must obtain access permits from Hennepin County <br />prior to relocation the driveway. This is to be a shared <br />driveway, serving both lots. <br />5) Dedication on the plat of a 33' corridor for right-of-way for <br />Brown Road. <br />6) Park Dedication Fee of $200 for the 4.98 acre newly created <br />lot. <br />LL
