Zoning File #961 <br />September 12, 1985 <br />Page 2 <br />Staff would again recommend approval subject to the City Engineer's <br />review for safety and drainage concerns. <br />Site 3 - south end of designated wetland near West Branch Road. The <br />open water strip you will view here was created about 1960. A culvert <br />exists under West Branch Road, so that drainage from the wetland flows to <br />the south side of the road and on to Forest Lake. <br />The applicant notes that the culvert and ditch on the south side has <br />silted up over the years and that during heavy run-off periods, the flow <br />backs up through the culvert. <br />The excavation that took place at this site was a general maintenance <br />and cleanout of the ditch area at the extreme south end of the pond. <br />However, because this is a designated wetland and appears on the DNR's <br />classified wetlands listing, both MCWD and DNR review and approval are <br />needed for this work. Staff recommends that this item be tabled in order <br />to give the applicant adequate time to consult with the MCWD and DNR. <br />Summary <br />Staff recommends approval of the excavation at Sites 1 & 2 subject to <br />review by the City Engineer, and recommends tliat the issue of the <br />excavation at Site 3 be tabled until further information is obtained. <br />The applicant has noted that Planning Commission members are welcome <br />to use a golf cart to visit the various sites (check with the clubhouse <br />manager).
