Bauman, 1040 Tonkawa Road - Conditional Use Permit <br />Application - Remove stumps, work with <br />lakeshore bank area. <br />List o£ Exhibits <br />Exhibit A - Application <br />Exhibit B - Plat Map <br />Exhibit C - Property Owners List <br />Exhibit D - Survey/Site Plan <br />heavy equipment within 20' <br />The applicant wishes to "clean up" his shoreline area using a backhoe <br />to remove stumps and poison ivy. While no changes in grade are proposed <br />from the existing steep banks, a backhoe working this shoreline will <br />certainly have an effect on the ground cover and could open up the soil to <br />erosion. <br />Staff's purpose in bringing this application is to set some standards <br />and restrictions on how the lakeshore work will be done to ensure that no <br />sediment enters the lake as a result of the project. <br />Staff would suggest the following measures be incorporated into any <br />motion for approval: <br />1. A silt fence must be placed at the shoreline and remain in place <br />during the entire project to eliminate possible sediment run-off into <br />the lake. <br />2. City staff must be notified at least 24 hours prior to the work <br />commencing. <br />3. The backhoe work shall take place in a period of time not to <br />exceed 48 hours. <br />4. The disturbed areas shall be re-sodded within 48 hours of com <br />pletion of the backhoe work. Sod shall be staked 3s necessary to <br />ensure it holds on the steep bank areas. <br />5. No grade changes are anticipated or proposed as part of this <br />project, and none are approved. <br />It is likely that least one dead tree will be removed, the specific <br />tree overhanging the dock area. <br />I would suggest that the Planning Commission members visit this site <br />and talk with the applicant regarding his project, in order to get an idea <br />of the extent of work proposed. <br />Note for the record that the applicant is constructing two additions <br />to the house, for which permits were issued based on hardcover trade-offs <br />prior to the Council directive that such trade-offs must be a variance <br />application. <br />f <br />1 <br />i
