Adams <br />seconded, to adopt Resolution #173], a Resolution <br />setting a speed limit of 30 mph along V.’illow Drive from <br />Fox Street to Hurlington Northern Railroad Bridge and <br />indemnifying the MN Department of Transportation from <br />any claims as a result of setting such speed limit. <br />Motion, Ayes (3), Nays (C). <br />IL‘f' <br />POLICE AUCTION <br />ABANDONED VEHICLES* Acting Mayor Frahm moved. CounciImomLer L. Adamis <br />seconded, to approve the public auction or. March 23, <br />1985 at 10 a.m. at Martin's 66 Station in Navarre for <br />abandoned, seized, or unclaimed vehicles as listed in <br />Police Chief Kilino's memo. Motion, Ayes (3), Nays (0). <br />RESOLUTION <br />WINE SALES IN GROCERY <br />STORES Deputy Clerk Lattin explained that the resolution <br />drafted is to prohibit grocery stores from selling wine <br />and such resolution would be sent to the legislature. <br />Lattin noted that 25% of the profits from the municipal <br />liquor store are from wine sales and if grocery stores <br />would start to sell wine it would have a detrim.ental <br />affect on the liquor store. Lattin stated that <br />historically some of the liquor store profits have been <br />used to fund general fund expenditures. Lattin stated <br />that the Police Chief will answer as to the affects on <br />the health, safety and welfare such a resolution would <br />h,i ve. <br />Police Chief Kilbo explained that the grocery stores are <br />already selling 3.2 beer and the selling of wine <br />prol>al-ly wouldn't have a dramatic affect on the selling <br />of liquor to minors. Kilbo stated that the p)roblem <br />becomes a p)ol icing one in that it is hard to police the <br />hours that grocery stores can sell such liquors. <br />Counci Im^omber Grabek felt that the City should not spend <br />extra time fighting a piece of legislation that may be <br />passed anyway. Grabek also noted that once the liquor <br />store dips below the profit level it probably should be <br />closed. <br />The concensus of the Council was to not adopt the <br />resolution prohibitir.g the sale of wine in grocery <br />stores. <br />SALARY AND BENEFIT <br />REVIEW OF CITY EMPLOYEES <br />Public Works Coordinator Gerhardson presented Council with <br />tabulation of the propiosed increases and benefits for <br />City empl ('yet, .s. Gerhardson noted that Mr. Cy .‘^mythe is <br />rewriting the personnel policy.
