Mabusth, Building & Zoning Administrator <br />Date:October 11, 1990 <br />Subject: Comprehensive Plan Amendment #3 <br />List of Exhibits ~ <br />Exhibit A - Systems Statement - Orono <br />Exhibit B - MUSA Line per Metropolitan Council <br />Exhibit C - MUSA Line per City's Records <br />Exhibit D - Bernhardson's Memo 9/14/90 <br />In 1989, the City received a systems statement from the <br />Metropolitan Council providing updates on systems within four <br />areas: sewers, transportation, parks and open space, and <br />airports. The City was to review the statements to see if their <br />current comprehensive plans and codes were consistent with the <br />Metropolitan Council's findings. The systems statement is <br />enclosed for your review and consideration. <br />After several months and a formal request for delay of the <br />Metropolitan Council, as the City was obliged to submit a <br />Comprehensive Plan Amendment in October of 1989, the City asked <br />for an extension to October 1990. At the September 24th meeting <br />of the Council, it was decided that the City would proceed with <br />a minor Comprehensive Plan Amendment readjusting the MUSA line to <br />include areas already sewered but not included within the MUSA <br />boundaries and to provide a supplemental memo updating certain <br />population forecasts, etc. <br />As the City Administrator's memo of September 14th advises <br />(Exhibit D), in reviewing the status of the Highway 12 corridor <br />planning, it would be premature to develope any extensive <br />transportation plan or make any changes to the original plan <br />approved in 1980 until the corridor is defined. Upon resolve of <br />the location of the corridor, the City would proceed with a major <br />Comprehensive Plan Amendment. At that time it is hoped that the <br />City may consider goals and policy changes regarding public vs. <br />private roads in the City. <br />The Planning Commission is asked to review and act on the <br />proposed MUSA line realignment incorporating properties already <br />approved and served by sewer and not included within the M.U.S.A. <br />as defined by the Metropolitan Council in their current systems <br />statement. Please review Exhibits B and C, the current MUSA <br />boundaries nand the map drafted by staff. Note the following <br />sewered properties will now be included within the MUSA boundary: <br />J
