Where comprehensive plans <br />permit densities in excess of 4 »inits per 40 acres, local governments should <br />also incorporate an on*going inspection and maintenance element as part of <br />their on-site system management controls (Policy 2 and Content Requirements <br />for Local Sewer Plans). See Policy Plan Table 8. <br />It is the Council's position that group on-site sewage disposal systems, such <br />as communal drainfialds are acceptable to abate pollution problems caused by <br />existing urban concentrations not designated as rural centers (Policy 11). <br />The content requirements for local sewer plans address local planning for <br />these systems. <br />3. Management of Private Wastewater Treatment Plants <br />Small private treatment plants are located throughout the Metropolitan Area <br />serving such developments as individual industries, mobile home parks, and <br />ocher urban-type uses located in the urban and rural service areas. The <br />Council is concerned that these facilities encourage urban development in the <br />rural service area or become the responsibility of the Council or Commission <br />due to permit violations or death or bankruptcy of the owner-operator. The <br />revised Policy Plan states that private treatment facilities should be <br />permitted only if they are provided for in Council-approved comprehensive <br />plans and are in full accord with the local comprehensive plan (Policy 12). <br />Orono should include in the sewer alement (sewer policy plan) of its local <br />comprehensive plan the conditions under which private treatment plants would <br />be allowed, including the location (map), capacity and flows to existing <br />facilities, declare that under no circumstances will private wastewater <br />treatment plants be acceptable. If there is a later change in the conssunity's <br />position or policy, a plan amendment should be submitted for Council approval. <br />B• Determining Whether m. pXflB <br />It may not be necessary for Orono to prepare an amendment to the sewer <br />element (sewer policy plan) in its cvirrent comprehensive plan. If Orono's <br />plan or expectations for development meet the following conditions, the <br />community may choose not to prepare an amendment to the sewer element of its <br />comprehensive plan. The community should submit instead a statement to the <br />Council certifying that the community's plan or expectations for future <br />development meet all of these conditions. If the conditions change, an <br />amendment should be filed at that time. Soom of the conditions listed may not <br />be applicable to your community. <br />1. the coonunity agrees with the Council's population, household and <br />employment forecasts for 1990 and 2000, <br />2. the community is in agreement with the Council's forecasts for sewered <br />population, housing, employmf.nt and wastewater flows for 1990, 2000 and 2010, <br />3. no increase is planned in the community's projected wastewater flows for <br />each metropolitan Interceptor from those stated in the community's current <br />Council-approved sewer elerient, <br />II-3
