1988 Systems Information Statement <br />Orono <br />At a minimum, the Council and Commission will reevaluate flow projections <br />every five years in conjunction with the Council's review of the municipal <br />forecasts. However, the Council and Commission will also monitor individual <br />local governments' flows annually for significant changes. <br />The Council and the Commission will use these population and wastewater flow <br />forecasts to plan all future interceptors and treatment plants needed to <br />serve your municipality. Orono, through its comprehensive planning process, <br />must decide the location and staging of development, and then plan and design <br />its local wastewater collection system to serve this development. If you <br />plan a total wastewater flow from your municipality in excess of the <br />Council's forecasts, your assumptions will be analyzed by the Council for <br />their possible adverse effects upon the capacity of the metropolitan system. <br />When developing your plan, you should not exceed the projected flow for your <br />community or the capacity of a metropolitan facility without first discussing <br />the need for this with the Metropolitan Council and the Metropolitan Waste <br />Control Commission staff. If necessary, detailed information regarding <br />metropolitan facilities is available from the Commission. On-site Sewage Disposal Systems Management <br />The Metropolitan Land Use Planning Act requires the sewer element (sewer <br />policy plan) of local comprehensive plans to describe the standards and <br />conditions under which the installation of private sewer systems will be <br />permitted and to the extent practicable, the area not suitable for public or <br />private systems. <br />Ihe revised policy plan states that on-site sewege disposal systems are <br />appropriate to serve single-family residences at development densities of 4 <br />units per 40 acres or less if local governments adopt a management and <br />control system consistent with federal and state laws and Council guidelines <br />(Policy 2). <br />It is the Council's position that all municipalities and counties allowing on­ <br />site systems incorporate HPCA regulations (Minn. Rules Chapter 7080) as part <br />* program for managing on-site systems in the sewer element of their local <br />comprehensive plan, and implement the standards in issuing permits.
