As of this writing, the City is <br />not in receipt of the final perc and boring tests performed <br />on July 12, 1990. We are assured by the on-site septic <br />evaluator that he will have the information into staff by <br />late Friday or early Monday so that staff can confirm <br />suitable area for on-site sewage/disposal systems for the <br />proposed 10 bedroom home. The evaluator has found suitable <br />area based on slope conditions and 75' set back from the <br />wetlands (review Exhibit E). <br />Section 10.03, Subdivision 21 - Exception. If <br />members remember, this is the property that is served by the 60' <br />wide easement through the Parten property. Staff has never <br />received a copy of the easement document. Technically the <br />property appears landlocked. Prior to scheduling the application <br />before the Council, the City must be in receipt of a copy of the <br />easement document. Applicant will be responsible for extending <br />the existing private drive to the west boundaries of the <br />property. Based on all previous reports, the current easement <br />will allow a driveway within the 60* right-of-way as shown. <br />Review Exnibit E, the site plan that locates septic systems <br />to serve the proposed residence, the proposed barn at 57'x40' <br />must be relocated on the site to meet the setbacks defined above. <br />The property with total acreage at 20+ acres would permit a 3,000 <br />s.f. oversized accessory structure. The proposed structure is <br />2,280 s.f.
