While there are likely <br />some areas of sidewalk that no longer will be needed and areas of <br />rock and plastic which could easily be eliminated, these minor <br />removals appear to be a fraction of the net proposed hardcover <br />increase. The property contains a driveway parking area that <br />appears to staff to be quite excessive, and which it would seem <br />could reasonably be cut in half to result in a significant <br />decrease in hardcover on the property. <br />The applicants have not specified where they would consider <br />hardcover removals in the 75-250' zone, although they have been <br />made aware that a requirement for significant removals would <br />likely be part of any approval recommendation. <br />Staff Recommendation - <br />Regarding the proposed garage setbacks. Planning Commission <br />should consider whether this garage will have a significant <br />visual impact in the neighborhood. Is there a better location <br />that would result in less of a hardcover increase? <br />Regarding the proposed bedroom expansion, a recommendation <br />for approval might be appropriate in conjunction with an overall <br />hardcover scheme for the property. If the Planning Commission <br />finds that the proposed decks will cause no significant reduction <br />in existing lakeviews enjoyed by neighboring property owners, <br />then a recommendation for approval would be appropriate. <br />Regarding hardcover on the property, if Planning Commission <br />finds that the proposed hardcover is excessive, applicant could <br />be directed to submit a final site plan proposal that reduces <br />hardcover to some specific percentage to be defined by the <br />Planning Commission. <br />J
