Exhibit B, applicant's "existing hardcover ” plan, merely <br />reflects the plan approved in 1988, with the exception that <br />in 1988 the applicant's previous agent, Mr. Credit, agreed <br />to remove the backup apron and a significant portion of the <br />driveway in order to be able to construct decks and <br />sidewalks. Mr. McCourtney now finds that Cradit bargained <br />away more driveway tnan was perhaps reasonable, and is <br />requesting additional hardcover to create a circle driveway <br />for safety and to accommodate off-street parking. <br />Discussion - <br />Please review Exhibits B, C and D. Exhibit B is a hardcover <br />summary indicating the history of hardcover approvals and <br />requests for this property. Because the applicant has not <br />installed the sidewalks and has removed the circular deck, <br />existing hardcover as of 6/14/90 is actually below the 36.8% <br />approved hardcover, not as shown on Exhibit C. <br />The applicant proposes constructing the improvements shown <br />in his proposed plan. Exhibit D. This plan yields 2.6% hardcover <br />in the 0-75' zone, and 46.5% in the 75-250' zone. <br />Please review applicant's letter of request, Exhibit A. The <br />proposal suggests that overall hardcover will decrease if <br />applicant is allowed to remove the 10'-12' gravel shoulder on the <br />right-of-way and replace it with grass, in exchange for allowing <br />additional circle driveway hardcover within the lot boundaries. <br />In discussing this proposal with Public Works Director John <br />Gerhardson, he indicated that it would not be prudent to remove <br />significant portions of that gravel area, considering that the <br />pavement is only 18' wide. He did state that from a safety <br />standpoint, it would be better to orovid* parking aied witnxn the <br />property than along the road. He noted that if the City does <br />approve a hardcover variance to allow the circle driveway, he <br />would grant the necessary driveway access permit. <br />If the applicant is held to the 1988 hardcover square <br />footaqes, he would be allowed approximately 456 square feet for <br />sidewalks, decks, etc. in addition to what you see on the <br />property today. If he was to construct minimal sidewalks in the <br />street yard, and reduce the size of the backup apron, he might <br />have enough hardcover left over to construct a relatively small <br />terraced deck area in the area where the circular deck was <br />removed.
