Zoning File #1551 <br />June 13, 1990 <br />Page 3 <br />north. Lot 4 shall achieve access at *‘he southeast corner along <br />Wildhurst Trail. Review Exhibit D. Ceitain neighbors along the <br />north side of Highview Lane have asked that the new road section <br />be naned Wildhurst Trail. City staff sees no problem with that, <br />in fact the addresses have been assigned based on the grid system <br />for Wildhurst Trail. In earlier meetings the applicant has <br />discussed a desire to install monuments at the entrance of each <br />driveway. If those monuments exceed 3 1/2' in height, they will <br />require separate variance approvals. <br />Drainage/Wetlands <br />At the time of the sketch plan review it was thought that <br />the wetland would be designated at the flood plain elevation of <br />931.5. In review of Exhibit F, a wetland at the 931.5' elevation <br />would not be feasible or realistic for the property. If you have <br />the opportunity to get out to the property, review the section of <br />Lot 3 under the 931.5' and you will find established grass lawn <br />areas. Staff has had further discussion with the applicant's <br />engineer on the issue of the wetland elevation. We have asked <br />for the elevation of the culvert that runs under the gravel <br />driveway through Lots J and 4. In addition we have asked to <br />shoot the elevations of the driveway sections between the wetland <br />and the 929.4' elevation. Until the elevations of the culvert <br />and gravel drive are designated, staff cannot determine the <br />impact of the lake elevations on the wetlands. <br />Staff Rec(sndations <br />Staff must recommend the tabling of the application until <br />resolve of the following issues: <br />1. Final determination regarding elevation of wetlands. <br />Applicant to provide additional topographic information. <br />2. Preliminary plan to be amended noting the following: <br />a. House to south of Lot 4 to determine average <br />lakeshore setback and correct placement for house on <br />Lot 4. <br />b. Relocated portion of Wildhurst Trail (formerly <br />Highview Lane) no encroachment of private properties to <br />north allowed. Roadway can only be placed within 60* <br />rignt-of-way dedication along west side and within 30' <br />dedicated right-of-way and within subject property. <br />c. Areas of lots to be determined exclusive of road <br />area, areas below the 929.4 elevation and the wetland <br />within Lots 3 and 4 (areas below the final determined <br />wetland elevation).
