March 19, 1990 <br />To: <br />Re: <br />City of Orono <br />Planning Commission and <br />City Council <br />#1502 Michael Hilbelink requests for approvals and <br />variances to construct a new residence at <br />2180 Prospect Avenue <br />This letter is intended to serve notice to the City of Orono <br />Planning Commission and/or City Council regarding our concern <br />with the proposed building plan for the above referenced <br />property. This property abuts 1295 Briar Street (Jentilucci) <br />on the north and 2170 Prospect Avenue (Johnson) on the east. <br />Specifically, we are concerned with the elevation and slope <br />of the 2180 Prospect Avenue (Hilbelink) property on the east <br />and north sides and the proposed placement of the building <br />on the property. <br />As you will note from the accompanying photograph-f this property <br />has been severely flooded during heavy rainfall. The property <br />has been changed over the years and most significantly changed <br />during the time of the Crystal Bay sewer project. At that time <br />in excess of 100 yards of fill were brought in by the City as a <br />part of an easement agreement with Fred and Margaret Curtis. <br />The purpose of the fill was rather than flooding to allow the <br />property to drain off toward the underground drain tile located <br />at its northwest corner. <br />However, as we discovered during the heavy 1987 rainfall, not <br />only did the fill cause the property to drain off well, it also <br />displaced enough water to bring the flood waters to within 3 feet <br />of the Jentilucri home which is located north approximately <br />100 from the tot line and also possibly resulted in the basement <br />flooding of che Johnson home which abuts the proposed building <br />site on the east
