MINUTES OF MARCH 19, 1990 PLANNING COMMISSION MEETING <br />GABRIEL JABBOUR CONTINUED ^Chairman Kellev allowed Mr. Jabbour the opportunxty to <br />speak? but asked him' to hold his comments within a 5-minute time <br />period. <br />Mr. Jabbour said, "As you probably know, I appeared two <br />wo#»!ce! aao before the City Council expressing concern and critcism <br />aboSi the Planning commission. I am concerned about the way in <br />Which Orono has been treating the lakeshore and Laxe Minnetcyi. a. <br />In 1975 Orono adopted our present Ordinance ^ <br />exceptionally cood first attempt to address all of the <br />concerns Orono' has to address. Orono always set the pace for <br />other municipalities to follow. Lately, I find there is a <br />of confusion regarding what our Ordinance intendea to do and the <br />way in which it is being interpreted. <br />I am concerned about the way in which non-conforming <br />structur.s within 0-75' of the lake are being addressed. <br />dLlt with those in the past with a non-conforming <br />I have been advised bv City Staff chat you can no longer deal <br />with non-conformino structures in chat way because they are not a <br />use thev are a structure. I had one of those structures on my property ana I <br />took out a permit from City Hall and tore it down. <br />Lately we have a lot of residents <br />for additions to their primary structures within / ^ <br />The City has allowed the trading of hardcover to al^ow thes. <br />additions to be constructed. The hardcover addition may <br />wash out compared to the removals, but the indent of the <br />Ordinance was that the non-conrorming structures would be <br />eliminated. I feel it is the duty of the Planning Commission to <br />amend the ordinance if a loop-hole is found to J- <br />that the Planning Commission would change its £ <br />reactive to proactive. Orono was always ten steps ahead. I feel <br />the Planning Commission is sending a message to residents. <br />5Su want to^uild within 0-75* of the lake, go now and put in a <br />rock garden with plastic underlining. Then come back to the Ci.-y <br />and trade your plastic underlining in_for a new living room.
