In <br />the original review, staff found hardcover at 4,516 s.f. or 54%. <br />The revised survey does not designate the existing hardcover area <br />scheduled for removal. Please review Exhibit H, staff has <br />designated the areas of landscaping underlain with plastic and <br />the portion of gravel drive scheduled for removal. Applicant <br />should designate the limits of the area to be removed within the <br />off-street parking area. <br />Staff failed to note in the original review that in 1982 <br />surveyors did not include landscape areas with underlying <br />plastic. Landscape area with plastic to the street side of the <br />house appears to be 8+ years in age. Staff does reaffirm <br />applicant's claim that in the original 1982 approval, the <br />extended gravel parking area to the south was approved by Council <br />as it was deemed suitable for backing out purposes. At the <br />recent Council meeting, Glenn Cook confirmed that this area could <br />not serve for backing out purposes, that only portions of the <br />street right-of-way could serve for backout purposes with the <br />limited 20' depth. <br />Planning Commission should review the minutes of March 19, <br />1990, Exhibit J, to determine if the new information submitted <br />for a second review will alter the original approval motion of <br />the Commission. If members reaffirm the original approval, staff <br />would ask that prior to scheduling the application before the <br />Council, that applicant submit a survey designating all areas of <br />hardcover to be removed. <br />Planning Commission must also provide direction regarding <br />the issue of the second story lakeshore deck. <br />B) #1570 Conditional Use Permit/Variance - Required for proposed <br />land alterations within the lakeshore yard in excess of the <br />allowed 100 cubic yards, the installation of three tiered <br />retaining wall at 4%’ in height and involving land <br />alterations and additional hardcover within the 0-75' <br />setback area. - <br />1.
