Due to the corner lot nature of this <br />property, the extent of the visual encroachment created by the <br />decks may be minimal in the context of the neighborhood, <br />especially if the deck is not enclosed above or below it. <br />However, the applicants' plan shows lattice to completely <br />visualIv enclose the areas beneath the deck, which acts to make <br />this appear as a significant extension of the house. On the <br />other hand, this lattice might p.r:v.icle some screening for <br />apparently much needed storage on the prc,peri:y. <br />Staff has received no comments from the neighbors regarding <br />this specific deck proposal. The applicants just recently <br />constructed a garage on the property to create additional <br />interior storage areas. This property has a long history of <br />exterior storage violations and neighborhood complaints, which <br />staff hopes will be minimized in the future now that the garage <br />has been completed. One issue dating to 1984 or previously, is <br />the keeping of chickens on the property, which is not allowed on <br />any property less than 3 acres in area, especially in a <br />neighborhood of 1/4 to 1/2 acre lots. Applicants have discussed <br />this with Building Inspector Bruce Vang, and have agreed to get <br />rid of the chickens. <br />Staff Recommendation - <br />Planning Commission must determine whether the proposed <br />8'x41* deck with lattice areas between the posts is a visual and <br />physical encroachment towards the street lot lines that is <br />appropriate in the context of this neighborhood. If approval is <br />recommended. Planning Commission may wish to consider specific <br />conditions regarding enclosure above or below the deck. <br />•i
