Zoning Pile #1517 <br />April 13r 1990 <br />Page 2 of 2 <br />Based on the designated wetland air photo maps at City Hall, <br />this small Dond is not a designated wetland, and has existed a <br />an artificial pond since prior to 1970. A site inspection and <br />review of the topography suggests that this area was probably a <br />low wet area but probably not a significant wetland prior ^o the <br />pond's original construction# <br />In response to the question whether the City should require <br />a Conservation and Flcwage Easement over <br />the City Engineer indicated that the value to the public of this <br />pond is relatively insignificant as compared to the 8 acre <br />artificial lake adjacent to it, and that the <br />the pond is only about 3 acres, almost all of which will be <br />within Lot 2, Block 1. Glenn suggested that it is probably not <br />necessary to require a Conservation and <br />this pond, especially since its water level will be artificially <br />maintained. <br />Staff Recommendation “ <br />Based on the above comments, staff would recommend approval <br />of the conditional use permit for reconstruction of this <br />artificial pond under the following conditions: <br />1. All dredged spoils to be trucked off site. <br />2. Proposed stone wall to be at least 75' back from the <br />shoreline of the adjacent artificial lake. <br />3. Adhere to indicated plan, with 5* maximum depth at <br />center of pond, 1'-1'6" depth at pond border. <br />4. Stone platform patio area extending into pond is <br />approved as a part of the project. <br />5. Applicant or applicant's agent shall obtain the required <br />land alteration permit prior to commencement of work on the <br />pond. <br />6. Applicant and applicant's contractor shall place and <br />maintain appropriate erosion control methods (silt f®nc®» <br />etc ) to keep any of the disturbed areas or temporarily <br />dodged bp”!. moving into the adjacent <br />final grading, the disturbed shall be immediately seeded or <br />sodded to minimize erosion#
