MINUTES OP THE PLAHMING COMMISSION MEETING SEPTEMBER 18, 1989 <br />ZONING FILE #1457-CARLSON CONTINUED <br />Gaffron said that staff needs more time to review this <br />aspect of the application once the detailed reports are <br />submitted. <br />Mr. Carlson asked that approval be given conditioned upon <br />approval being given by staff. <br />Mr. A1 Engleman, 315 Old Crystal Bay Road, said that he was <br />opposed to the road outlot being proposed to the east. <br />Chairman Kelley explained the policy of the City regarding <br />the need to plan for future roads. <br />Planning Commissioner Bellows said that the road being <br />proposed does not have direct access to the lots. She also said <br />that she questioned the bulldablllty of two of the lots shown In <br />the plat. She said that sne would have difficulty giving <br />preliminary approval of this subdivision without the septic <br />report. Bellows also said that she objects to the creation of a <br />flag lot. <br />Mabusth asked the Planning Commission how they felt about <br />the shared access being proposed for Lots 6 and 7 along the south <br />lot line. <br />Bellows said that there are many beautiful trees to the <br />south which will call for the road to be placed north of the <br />property line. This in turn will push the house lots further <br />north into the wetland. <br />Mr. Carlson disagreed with Bellow's opinions regarding the <br />proposed road. He said that he had gone to great lengths to find <br />the optimum plan for the road ana there were no other options. <br />Planning Commissioner Hanson said that he had reservations <br />about approving a road that runs through the Orono designated <br />wetlands. He said that he may be able to approve such a <br />configuration, but did not like the concept of the additional <br />road beyond the end of the cul-de-sac needed to access the lot. <br />Hanson also said that he objected to the creation of the flag <br />lot and would have difficulty approving the subdivision without <br />having the opportunity to review the septic testing report. <br />Chairman Kelley said that the lot configurations bothered <br />him. He suggested that Mr. Carlson was trying to force too many <br />lots into this development. He said that he did not object to <br />the road running through the designated wetland. Kelley said <br />that he objected to the septic informtaion being incomplete and <br />the creation of the flag lot. <br />Mabusth asked Schirmers which lots would be considered to <br />have the most limited location for septic sites?
