emo � <br /> Date: 2/24/2003 <br /> To: File 180 Big Island <br /> From: Lyle Oman <br /> RE: Foam panel foundation <br /> After due consiteration I have decided to approve the use of unlisted foam insulated <br /> panels for the foundation of a proposed cabin at 180 Big Island. Factors that were involved <br /> with this decision are listed below. <br /> Uniform Building Code section 104.2.8 Alternate materials, alternate design and <br /> methods of construction. states "The provisions of this code are not intended to prevent the <br /> use of any material, alternate design or method of construction not specifically prescribed by <br /> this code, provided any alternate has been approved and its use authorized by the building <br /> official. The building official may approve any such alternate, providing the building official <br /> finds that proposed design is satisfactory and complies with the provisions of this code and <br /> that the material, method or work offered is, for the purpose intended, at least the equivalent <br /> of that prescribed in this code in suitability, strength, effectiveness, fire resistance, durability, <br /> safety and sanitation". <br /> The panels proposed have an National Evaluation Report that approves their use in <br /> above grade installations. The company also makes panels for below grade applications that <br /> have not been tested. However the individual component of the panels have been tested for <br /> below grade use. An engineer has approved the plans for.this site. A list of jurisdictions in <br /> Minnesota that have approved the panels was provided and contact was made with several <br /> of the cities. No negative comments were relayed. (See attached documentation). Two <br /> individuals at the state building code division encourage me to accept the panels with <br /> engineering. They were Doug Nord in investigation and Duane DeLonais in Manufactured <br /> housing. Both have had experience with foam panel construction. <br /> 2/24/2003 <br />
