I4I MUTES OF THE PlJkNN I NG COMI S S I Old !MEETING SET SEPTE!lBER 15 , 1986 <br />#1077 CICI CONTINUED <br />Zoning Administrator Mabusth explained that prior to <br />making a fomal recommendation for Application #1062, <br />Mrs. Cici's conditional use permit/commercial site plan <br />for a day care center, Planning Commission must first <br />act on approval of a variance to the temporary <br />moratorium ordinance involving the Highway 12 Study <br />Area. <br />Zoning Administrator Mabusth noted that since the last <br />review, the access has been reviewed and approved <br />recommending a shared access along the mutual lot lines <br />of cemetary and proposed nursery school prop- A' y. The <br />State Highway Department will require a left tu= lane. <br />She noted that Chief Ki lbo, in an independent review of <br />the access issue, noted concern with the access and <br />recommends moving the nursey school access as far east <br />as possible. <br />No one was present from the public regarding this matter <br />and the public hearing was closed. <br />It -�-3s moved by Taylor, seconded by Bel lows, to <br />recommend approval of the variance application to the <br />limited development Ordinance 13, Second Series. <br />Motion, Ayes 6, Nays 0. <br />Zoning Administrator Mabusth stated that Application <br />#1062 was not complete at this time for review. <br />Planning <br />Comm. ssion wished <br />to give <br />appl.ican+ <br />some <br />direction <br />and their feelings <br />regarding <br />this <br />applicaiton. <br />Chairman Kelley stated that he recommended doubling the <br />length of the left turn lane than of an average turn <br />lane to accommodate the traffic. <br />Goetten <br />stated <br />that she <br />had concerns with speed of <br />oncoming <br />traffic <br />allowing <br />a safe left turn. <br />Zoning Administrator Mabusth stated that the final plan <br />should come from the State Highway Dept. including the <br />improvements. She noted to the Planning Commission and <br />applicant,, that the State Highway Dept. and the City of <br />Wayzata have indicated that they wi 11 not pay for thi s <br />project, the cost will be passed on to the applicant. <br />Bellows noted that she is in favor of this day care <br />facility, however, ,he feels that this is an extremely <br />dangerous location and based on the above noted cost <br />factor, she recommends the applicant consider <br />alternative sites. <br />2 <br />
