MINUTRS OF THE PLA1 KING COMMISSION MEETING HELD SEPTEMBER 15, 1986 <br />#1079 MCDOMLL CONTINUED <br />Gary Peterson stated that he did not feel this was <br />"spot" zoning because adjacent zoning districts are <br />zoned 2- acres. He stated that it would not be <br />beneficial to put in a road to serve one 5 acre lot. <br />Peg Swanson noted that there are some natural barriers <br />that separate this property from the other 5 acre zoning <br />district north by the Luce Line and on the west by <br />extensive wetlands, <br />McDonald stated that the area was originally zoned 5- <br />acres because Stubbs Bay is a critical area and to sewer <br />the area would be too costly. <br />Assistant Zoning Administrator Gaffron sated that it is <br />costly to sewer Stubbs Bay and secondly, there is no way <br />of knowing at this point whether this area would be <br />included in a sewer project. <br />Planning Commission's f-eelings regarding rezoning are: <br />Chairman Kelly, Tay 1 or, Hanson, Goetten, and Bellows <br />feel this area could be rezoned 2-acre and <br />definitely not "spot" zoning. <br />McDonald opposed to rezoning for reasons previously <br />stated. <br />Chairman <br />Kelley noted that if <br />it is <br />rezoned 2-acre, the <br />City <br />will <br />not grant variances <br />to new <br />developments. <br />McDonald noted the soils map which indicates a <br />substantial amount of area unable to sustain a septic <br />system. <br />Bellows reitterated that the soils maps can be grossly <br />inaccurate and applicant should have the opportunity to <br />do some testing. <br />Assistant Zoning Administrator Gaffron stated that the <br />septic systems for the ;sewer houses in that area seem to <br />be functioning properly. <br />It was noted that lot configurations may or may not be <br />an issue and that septic test results may require <br />creation of irregular lots. <br />McDonald suggested that staff research the reasons why <br />that area was zoned 5-acre back :in 1975. <br />Planning Commission recommended Council input and public <br />hearing on rezoning of this property. <br />13 <br />
