In a <br />rural community, like Orono, this can only mean <br />expansion of Metro systems, Which policy do we <br />follow? (Incidentally, Orono has a relatively <br />large amount of low to moderate income housing <br />which has been served with sewer, w <br />water or both in <br />the past 13 years.) The basic direction is unclear <br />in this regard and the covering letter of November <br />22nd is in direct contradiction with the Systems <br />Statement itself. <br />y <br />4. The Metro Urban Service Line through Orono is very <br />inconsistent with: <br />a. Orono's Comprehensive Plan <br />b. The Metro Council's own Rural Service Area <br />Line (See Agricultural Planning Handbook, <br />July, 1976) . <br />c. Your personal assurances that this rural - <br />urban line is largely a local decision. <br />Orono has placed great reliance in all it's planning <br />on this agreement regarding the line between <br />t een urban and <br />rural service areas. Has the person drawing the Systems <br />Statement been part of recent planning y <br />p g efforts? (See <br />first paragraph of page 1 of Statement.) <br />5. The Planning Considerations paragraph (Page 6) indicates <br />the author is usinga Trunk Highway g <br />9 ay �# 12 planning cut-off <br />at 1990. This implies possible programs for freewayex- <br />tension through and beyond Orono after this date <br />. <br />The fact is, the MHD has no plans at all for the next <br />25 years for such a program. This realization puts <br />light,, <br />other land use plans in a different <br />6. The Orono -Long Lake Interceptor function (See first <br />paragraph, page 19) refers to serving the entire Corpor- <br />ate area of Orono. This is not the original purpose of <br />the interceptor which was to remove existing effluent <br />from the Lake Minnetonka area.
