I am well aware that Orono is in the forefront of <br />communities with effective comprehensive planning. The Metro System <br />Statement process provides a means for all of the 189 municipalities in the <br />region and the Metro Council to get their plans in step with one another, so I <br />�7 j <br />hope you will patiently bear with us in a process that may be repetitive of some <br />of your past involvements with the Council. At the conclusion of this process <br />the Development Framework's urban service area will be adjusted to be con- <br />sistent with local planning. <br />t <br />As to your specific concerns: <br />r <br />1. I will instruct the staff to send you a copy of the preliminary System State- <br />ment for Minnetonka Beach when it is completed. Your comments on it <br />will be welcome, <br />2. The Metropolitan Land Planning Act directs that System Statements include <br />not only information about the four metropolitan system plans, sewers, <br />transportation, airports, and parks, but also "population, employment, <br />and housing need projections which have been used by the Council as a ;. <br />basis for its metropolitan system plans." The housing need projections <br />are given quantitatively as household projections in the table on page 1 i <br />of your preliminary System Statement. Our housing need projections also <br />have a qualitative dimension, namely a mix of housing types and prices ' <br />i <br />to accommodate a broad socio-economic spectrum of the population. That <br />qualitative dimension is the reason for the discussion of housing for <br />s <br />low and moderate incomo people. The Metropolitan Land Planning Act <br />requires communities to include a housing element in their comprehensive <br />plans.
