MINUTES OF THE <br /> ORONO CITY COUNCIL MEETING <br /> Monday,August 22,2022 <br /> 6:00 o'clock p.m. <br /> back to that model to avoid stalemate positions.He noted the Fire Board could make recommendations, <br /> interview, do reviews of the Chief,but in the end any employees of Orono can only be hired or fired by <br /> the City and City Council of Orono as that is their Charter and responsibility.Regarding ownership of the <br /> equipment,he thinks it would be much cleaner to say Orono will purchase it as they are already sharing <br /> the ownership of the station and keeping those separate.He noted the donated equipment should be under <br /> the Fire Relief Association's control.Mayor Walsh assumes they would want at least a 20-year contract <br /> and has no problem with the League model but wants to be sure if someone terminates the contract they <br /> must have appraisals from Orono and Long Lake and average that which would be the cost that Orono <br /> would purchase the building. <br /> Crosby noted the Relief Fund should be held and managed by the Relief Association rather than the Fire <br /> Board and the cities would carry the liability. <br /> Printup thanked Seals and Johnson as well as Long Lake for participating in the discussions.He would <br /> love to see a 20-year contract under the name"Long Lake Fire."The Fire Board requires more clarity for <br /> Printup and he likes the idea of representatives from each City. He agrees on budget,reviews for a Chief, <br /> and that current Fire Fighters become employees and spoke about donated equipment,transferring to a <br /> Relief Association,and liability.Printup noted the League model is pretty crystal clear and that it should <br /> not be based solely on value of property as that is people leaning on the"cash cow that is Orono"which is <br /> not right. <br /> The City Council discussed start date,transference of the Relief Association, and ownership and <br /> protection regarding both cities. <br /> Johnson believes he and Seals can bring the summary of tonight's discussion to the City of Long Lake <br /> with the suggested changes. <br /> FINANCE DIRECTOR REPORT <br /> 10. Second Quarter Financial Report <br /> Finance Director Olson gave a presentation noting this is an unadjusted report.He spoke about revenues <br /> including taxes, licenses and permits,charges for services, and the golf course.Regarding expenditures he <br /> spoke about Mayor/City Council membership and finance department staffing.Mr. Olson also spoke <br /> about operating revenue and expenses including storm water, sewer,water,and recycling and shared <br /> about new investments and interest rates. <br /> PUBLIC WORKS REPORT <br /> 11. City Signs Discussion <br /> Edwards noted Councilmember Crosby requested this item be put on the agenda. <br /> Crosby has noticed City signs in disrepair and that some of them are rotted.He would like to get a <br /> schedule for post replacement,painting, and cleaning up of signs,and perhaps some copper caps to <br /> prevent rot.He suggested working on some of the worst signs first and working through the list to clean <br /> them all up. <br /> Edwards clarified Crosby is speaking about informative signs rather than street signs. <br /> Page 4 of 9 <br />
