The City Council has considered this application including <br /> the findings and recommendations of the Planning Commission, <br /> reports by staff and comments of the applicant and the effect of <br /> the proposed use on the health, safety and welfare of the <br /> community. <br /> 5. The City Council finds that granting a Conditional Use Permit <br /> to allow the temporary overnight camping of workers involved in <br /> the clean up of the property will not be detrimental to the <br /> health, safety or general welfare of the public, would not <br /> adversely affect light, air nor pose a fire hazard or other <br /> danger to neighboring properties , nor will it depreciate <br /> surrounding property values and that the proposed temporary use <br /> of the property as approved wi 1 1 be in keeping with the intent <br /> and objectives of the Zoning Code and Comprehensive Plan of the <br /> City. <br /> CONCLUSIONS, ORDER AND CONDITIONS <br /> ' Based upon one or more of the above findings, the Orono City <br /> Council hereby grants a temporary Conditional Use Permit per Municipal <br /> Zoning Code Section 10.31, Subdivision 3 (D) to permit overnight <br /> camping of work crews involved in the clean up of the Big Island <br /> Veterans' Camp from May 15, 1986 through September 1, 1986, subject to <br /> the following conditions: <br /> 1. Crew to be limited to 57 workers - family members and friends <br /> cannot be on camp site for the duration of temporary permit. <br /> 2. Workers shall use portable gas stoves and charcoal grills for <br /> cooking - open burning to be approved by fire marshall. <br /> 3. Tenting is allowed only for weekend work crews. The <br /> authori zed caretaker sha 11 be the on ly person to remain on <br /> site for the duration of the temporary permit. <br /> 4. The facilty shall be inspected by the Orono staff on a <br /> regular basis during the clean up program. <br /> 5. Hazardous buildings not removed are to remain boarded up. <br /> 6. Fire extinguishers must be provided on site. <br /> 7. Septic facilties and water supply shall be approved by <br /> the Orono staff. Garbage collection shall be provided <br /> daily. <br /> Page 2 of 4 <br />
