<br /> <br />26 May 2022 <br /> <br /> <br />RE: Possible Spruce Place Property Line Re-Alignment <br /> <br /> <br /> <br />Recently a resident on Spruce Place approached the City about a home improvement project on their property. In <br />reviewing the options for this resident, Staff observed the alignment of the road right-of-way for Spruce Place does <br />not follow the actual paved roadway. Rather, many of the homes on the lake side have buildings and/or <br />improvements constructed up to and/or within the right-of-way. Additionally, it was noted that Spruce Place does <br />not have a cul-de-sac resulting in challenges for residents, delivery drivers, garbage haulers, and emergency vehicles. <br /> <br />Upon further exploration, staff noted that with a possible shift in existing property lines the roadway could be <br />correctly placed within a public right-of-way corridor; no change to the existing roadway would be needed. Staff has <br />had informal discussions with the primary impacted property owners, Ken and Linda Hoffmann at 1254 Loma Linda. <br />They also own the vacant 0.18 acre lot situated between their property and City-owned 1295 Spruce Place. The <br />Hoffmanns have indicated they are interested in working with the City toward a mutually beneficial solution. <br /> <br />The current solution being explored is a land swap between the City and the Hoffmanns in order to move the <br />Hoffmann’s road abutting boundary line from the east side of the paved roadway to the west. As an exchange, the <br />Hoffmanns would gain the portion of the right-of-way that currently encroaches into their property on the northeast <br />curve of their lot. The second part of the solution involves the portion of land currently dedicated as right-of-way <br />which encroaches into your property. Upon movement of the Hoffmann’s property line, the City would vacate the <br />portion of right-of-way abutting your property. You would gain this vacated property which would then be combined <br />with your existing property, increasing the square footage of your property. <br /> <br />The City’s surveying crew will be collecting information in your area.
