The purpose of this action item is to gain council approval to commence construction <br />designs for the Navarre Municipal Parking Lot. <br /> <br />2. Background. Previous work includes a public engagement process and a feasibility report. Through <br />the summer of 2021 the City Community Development with consultant support from Bolton and Menk <br />(BMI) completed a public engagement process with the Navarre area to evaluate possible improvements <br />to the Navarre Parking lot (Report at Exhibit A). Based on the feedback form the public engagement the <br />City with BMI completed a feasibility study for the project to establish key elements and an initial cost <br />estimate for the parking lot improvement (Layout at Exhibit B). <br /> <br />3. Scope. The engineering services will consist of detailed design of the parking lot including: survey, <br />concrete islands, lighting, storm sewer system and pavement marking. <br /> <br />4. Cost. Funding. The engineering as well as the eventual project will be funded with a combination of the <br />funding sources. During the CIP process this project was identified to be primarily funded from the <br />Community investment fund. However the increase in scope combined with increasing construction costs <br />have resulted a need to look to other funding sources. Staff is currently recommending using the PIR <br />fund for a portion of the construction expenses.
