This item is to initiate discussion on a prospective project to re-align the right-of-way for <br />Spruce Place to correct the offset roadway. <br /> <br />2. Background/ Summary. While reviewing a project for a property owner on the lake side of Spruce <br />Place, staff observed that the majority of the paved roadway of Spruce Place was not within the platted <br />public right-of-way. Rather, many of the homes on the lake side have buildings constructed up to and/or <br />within the right-of-way. Additionally, Spruce Place does not have a cul-de-sac resulting in challenges for <br />residents, delivery drivers, and garbage haulers. Staff understands that currently the garbage haulers back <br />all the way down Spruce Place. <br />Upon further exploration, <br />staff noted that with a <br />possible shift in property <br />lines the roadway could be <br />correctly placed within <br />public right-of-way. Staff <br />has had informal discussions <br />with the primary impacted <br />property owner, the <br />Hoffmanns. The Hoffmanns <br />are the owners of 1254 <br />Loma Linda (shown on the <br />aerial image). They also <br />own the vacant unaddressed <br />lot between their property <br />and 1295 Spruce Place <br />(owned by the City). They <br />have indicated an interest in <br />working with the City <br />toward a solution. <br /> <br />The attached exhibits <br />illustrate the existing <br />conditions and potential changes and will be used to facilitate a discussion at the Council meeting. Staff is <br />seeking authorization to proceed with this project. <br /> <br />3. Staff Recommendation. Staff recommends having the area surveyed to better understand the <br />impacts and continuing the conversation with the Hoffmanns.
