After review of the proposal, I have the following comments <br />to offer. I also include information related to the sketch plan process. <br /> <br />Comments on Plan <br />1. The proposal shows two lots where one currently exists. This is considered a subdivision. The title of the <br />document says “Proposed Lot line Rearrangement…” This is inaccurate and should read “Proposed Sketch plan <br />for…” or similar. <br /> <br />2. The property is zoned RR-1B, which requires 2.0 acres and 200 feet of width for each lot. Neither of the <br />proposed lots meet these requirements: <br /> <br /> <br />All setbacks are based on the proposed house pads illustrated on the plan and the standard setbacks for the RR- <br />1B zoning district. Items in red denote non-conforming standards. The attached letters to your attorney last <br />summer provide additional analysis and options. <br /> <br />To approve a subdivision, you must prove, and the Council must find, practical difficulties for variances. Based on <br />the information provided, Staff will not support a variance as there are no practical difficulties. <br /> <br />3. The following fees will be due at the time of final plat. These fees will be confirmed at the time of final plat: <br />Park dedication (0.1 acre for each new lot, or equivalent land value), Stormwater Trunk ($8,060.00), and <br />sanitary sewer connection ($5,380.00 for each lot connecting). <br /> <br />Sketch plan/ subdivision process. <br /> <br />The sketch plan is the initial step in the subdivision process, and is intended for the applicant to receive initial, <br />non-binding feedback on a proposal.
