Orono City Council <br />Work Session Minutes <br />Monday, April 11, 2022 <br />Council Chambers <br />5:00 p.m. <br />Page 1 of 2 <br /> <br />PRESENT: Mayor Dennis Walsh, Council Members Richard F. Crosby II, and Matt Johnson. <br />Staff members present were City Administrator/Engineer Adam Edwards, Community <br />Development Director Jeremy Barnhart, City Planners Melanie Curtis and Laura Oakden, Public <br />Works Superintendent DJ Goman, and City Clerk Anna Carlson. <br /> <br />1. Navarre Parking Lot <br />Community Development Director Jeremy Barnhart provided an update for the Navarre <br />Parking Lot plan. Barnhart discussed the layout of the property; pointing out the parking <br />spaces, potential service areas, etc. <br /> <br />Mayor Dennis Walsh noted that it would be okay to add to the 2023 projects plan. <br /> <br />City Council Member Richard F. Crosby II asked if the school parking area would have <br />signage to deter traffic and solicit the safety for the school kids who use the space to get <br />on the bus. Crosby also asked Barnhart if the area businesses had any feedback. <br /> <br />Barnhart responded that signage was in the design and that businesses had provided input <br />and were okay with the plan. <br /> <br />2. 2023 Streets Selection Discussion <br />City Administrator/Engineer Adam Edwards noted that the 2023 list of street projects <br />was tentatively established in 2021. He noted the update provided tonight is to give the <br />Council an overview. Staff can bring back for further discussion at a future work session. <br /> <br />Walsh noted that we could drive roads again next spring and take another look at the list. <br /> <br />Edwards noted that as we review the budget for the projects it appears that the funds will <br />be there to complete projects. He plans to bring proposals to a future council meeting. <br /> <br />3. Re-Alignment of Spruce Place – Discussion <br />City Planner Melanie Curtis began discussing the re-alignment of Spruce Place. The <br />current property owners are interested in requesting an encroachment agreement with the <br />City due to the impact with their driveway. Staff is requesting direction. <br /> <br />Walsh noted that we should work together with area neighbors to make it work. If we <br />can clean stuff up, let’s go ahead and approach an agreement. <br /> <br />4. General Discussion on Garbage Service <br />Crosby mentioned that residents are complaining about the collection of trash. He would <br />like to know if the City can do anything about it. <br /> <br />Edwards mentioned Staff can look into the City’s options for encouraging other haulers
