The applicant is requesting an Average Lakeshore Setback (ALS) variance to permit the <br />addition and deck improvements to the house to be lakeward of ALS. <br /> <br />2. Background. The existing home with a walk out basement on the property is nonconforming to the <br />average lakeshore setback. The applicant is requesting to build a basement level addition with a deck <br />above along the lake side of the home. The addition will be a fully enclosed storage area under the deck <br />which will only be accessible under the deck. The proposed deck will be the same height as the existing <br />deck. The project is proposed to be lakeward of the average lakeshore setback. All other city codes are <br />met with the project. The addition does not impact views into the lake from any neighbor. <br /> <br />3. 15.99 Deadline. A complete application was made on February 25, 2022. Following the 60- day rule <br />the application will expire April 26, 2022. <br /> <br />4. Planning Commission Vote and Comment. The Planning Commission held a public hearing on <br />March 21, 2022. No comments were made by the public. There was some discussion of the scope of the <br />project with the applicants. The applicants noted that the basement addition may not happen based on <br />direction from their landscape contractor. The planning commission noted that whether proposed deck <br />addition would create the same expansion into the footprint with or without the basement addition. The <br />Planning commission recommend 4-0 for approval of the application with direction to clarify the plans <br />before city council takes any action. <br /> <br />The homeowners since coordinated with their contractor and the applicant confirms the submitted plans <br />are accurate to the proposed project. <br /> <br />5. Public Comment To date, the applicant has submitted a letter of acknowledgment from 1284 <br />Wildhurst Trail (southern neighbor) which would be the most impacted by the proposed project, attached <br />as Exhibit D. <br /> <br />6. Staff Recommendation.
