Staff recommends approval of the hardcover variance for both properties resulting in a net <br />decrease. <br />b. Staff continues to recommend denial of the lot area variance for the guest house use. Staff has not <br />identified practical difficulty to support a 2nd dwelling unit on the property. The variance to the required <br />minimum lot area for a guest house use is at odds with Orono’s density standards and is not necessary for <br />the applicants’ enjoyment of property rights. The Oares are permitted to maintain plumbing facilities in <br />the existing house with a restrictive covenant addressing the use as an accessory building with full <br />plumbing. <br /> <br />COUNCIL ACTION REQUESTED <br />Direct Staff to draft a resolution reflecting Council’s decision for adoption. <br /> <br />Exhibits <br />A.
