The may still issue licenses for docks <br /> in the RS zoning district. <br /> Staff Recommendation: Planning Department Staff recommends approval of the draft as <br /> written. <br /> • Background <br /> In 2020,the City of Orono amended the city code, allowing riparian (lake side) property owners <br /> in the RS zoning district to grant easements for non-riparian owners in that zoning district for <br /> lake access. Lake access easements are not permitted elsewhere in the city. <br /> This amendment restates that permission within the RS zoning district regulations,to aid the <br /> user in finding it. Other changes proposed include removing the provision of the code that <br /> granted the City Council authority to issue a permit for a property owner to use public rights of <br /> way for inland property access (docks). That provision was in essence replaced with the <br /> Council's licensing program, established in 2021. Any municipal dock must be approved by the <br /> LMCD. <br /> Public Comments <br /> To date, no public comments have been received. <br /> Issues for Consideration <br /> 1.
