1940 Lakeview Terrace Site Wetland Delineation Report <br />4 <br /> <br />4.2 Wetland Determinations and Delineations <br />Potential wetlands were evaluated during field observations on July 29, 2021. One wetland was <br />identified and delineated on the property (Figure 2). Corresponding data forms are included in <br />Appendix B. The following descriptions of the wetland and adjacent upland reflects conditions <br />observed at the time of the field visit. Herbaceous vegetation was actively growing at the time of <br />the wetland delineation. Precipitation conditions were drier than the normal range based on <br />available 30-day rolling total precipitation and drier than normal based on the three-month <br />antecedent precipitation data (Appendix C). <br /> <br />Wetland 1 was a Type 3 (PEM1Cd) shallow marsh wetland dominated by smartweed, an <br />unknown grass, cattail, jewelweed, and red clover, with a lesser amount of rough cinquefoil, <br />Kentucky bluegrass, oak-leaved goosefoot, blue vervain, common plantain, and scattered <br />boxelder. The wetland was saturated at 24 inches and the water table was at 30 inches. <br />Secondary hydrology indicators including FAC-Neutral Test and Geomorphic Position and a <br />hydric soil indicator were observed. <br /> <br />Adjacent upland consisted of mowed meadow dominated by ground ivy, smooth crab grass, and <br />scattered boxelder, with a lesser amount of red clover, common plantain, and common <br />dandelion. Primary and secondary hydrology indicators were not observed on the upland. <br /> <br />The wetland boundary corresponded to a topographic rise that coincided with a transition from <br />hydrophytic plant species to upland plant species. The wetland was shown as a PEM1C wetland <br />on the NWI map and fell in an area mapped as Hamel (Partially Hydric) and Urban land- <br />Udorthents (Non-Hydric) on the soil survey. A shallow excavated ditch (Excavated Ditch #1) <br />runs through the middle of Wetland 1 and extends through the eastern and southern portion of <br />the site. Photos of the ditch are in Appendix D. Excavated Ditch #1 drains into Wetland 1 from <br />the north and the east and flows south through the site, ultimately through the culverts and under <br />Lakeview Terrace. <br /> <br />4.3 Other Areas <br />The northeast corner of the site was mapped as Hamel (Partially Hydric), but hydrophytic <br />vegetation and wetland hydrology indicators were not observed here. No other areas were shown <br />as wetland on the NWI map. <br /> <br />4.4 Request for Wetland Boundary and Jurisdictional Determination <br />Appendix A of this report includes a Joint Application Form for Activities Affecting Water <br />Resources in Minnesota, which is submitted in request for: (1) a wetland boundary and type <br />determination under the Minnesota Wetland Conservation Act (WCA), and (2) delineation <br />concurrence and Approved Jurisdictional Determination under Section 404 of the Federal Clean <br />Water Act. <br /> <br />
