Fr7-77
Mike Gaffron
From: Mike Gaffron
Sent: Monday, April 16, 2012 1:36 PM
To: 'Luke Kujawa'
Cc: Lyle Oman; James Van Eyll; Michael Jellish; MG Kaminski; Thomas Manke; 'Greg '
Subject: RE: Meeting today?
Luke—
We are in a bit of a bind as James VanEyll is apparently on vacation this week; Lyle was in the office this morning but
went home with health issues. In a brief discussion with Lyle this morning he and I concluded that the only temporary
option we are comfortable with is a wheeled self-contained fueling system that is completely portable and removable
on demand, such as the Trans-Cube road-tow re-fueller system (information provided by James on Friday-
http://www.transcube.net/road-tow-refuellers )or similar. This type of system is the only temporary system Lyle and I
are comfortable with. At this point we are not going to approve a free-standing stationary tank nor a stationary pump or
hose-reel setup. You need to provide a completely self-contained and completely mobile fueling system. I am OK with
the location you propose in the parking stall near the dock. I will leave it to James to determine whether or what type of
barriers (concrete or otherwise)will be required to protect the system.
Because this is a temporary system, you should consider pursuing the approvals to have your permanent pump located
either on land as you initially proposed (requiring City variance approval) or on the dock (requiring LMCD approval).
Contact Greg Nybeck regarding the LMCD process. The City variance application process will take until early June for
final action if you make an application this week. The variance application packet is available on our website at:
http://oronom n.govoffice3.com/vertical/Sites/%7BCBFC8FAF-C313-4854-A229-
98A3482257F0%7D/uploads/Variance Application - 2012.pdf.
I am able to meet mid-afternoon if necessary, however, absent the direct input of James and Lyle I don't see much value
in that.
Mike
Michael P.Gaffron
Assistant City Administrator/Long Term Strategy
City of Orono
(Street Address)2750 Kelley Parkway
(Mailing Address) P.O. I am available at anytime as we have to find a solution and this as you know
has been going on since our conversations in October, December and January. We are set to open next week
and I am sure you can understand the level frustration I have as after the extended CUP process we needed to go
1
