Ordinance #76 , adopted April 26 , 1965, established zoning <br /> application procedures . <br /> L. Ordinance #85, adopted February 28, 1966, rezoned portions of the <br /> Maxwell Bay commercial district to residential . <br /> IV. The existing ordinances were comprehensively recodified and a new <br /> system of zoning districts was established as of September 14, 1967. This <br /> resulted in the northeasterly corner of the City being rezoned from 1 acre <br /> to 2 acre minimum, and established other residential zones of 1/2 acre, 1 <br /> acre, and 1 1/2 acre. Also, commercial areas were re-defined as B-1 <br /> (Commercial ) , B-2 (Lakeshore Commercial ) , or B-3 (Shopping Center ) . A <br /> Planned Residential Development (PRD) regulation was established, which was <br /> the only method for creating multiple family residential uses. Later <br /> revisions to the 1967 code include: <br /> A. Ordinance #97, adopted June 10, 1968, allowed duplexes in the R-1C <br /> zone as a conditional use under certain conditions . <br /> B. Ordinance 4125 , adopted December 28, 1970 , established the <br /> "Floodplain and Wetlands Conservation Area", and regulated or <br /> prohibited development within that area. Wording later altered <br /> (Ordinance #138, September 14, 1972) to require all City permits to be <br /> compatible with LMCD Stormwater Run-off/Shoreline Regulations. <br /> C. Ordinance #127, adopted January 25, 1971, created the R-1A-1 sub- <br /> district allowing research centers . <br /> D. Ordinance #133, adopted December 27, 1971, allowed limited wetland <br /> density credit in sewered zones. <br /> E. Ordinance 4146 , adopted April 23 , 1973, placed a City-wide <br /> moratorium on building. Subsequent ordinances extended that <br /> moratorium through the end of 1974, until rezoning/recodification was <br /> accomplished. <br /> F. Ordinance #155 , adopted October 24 , 1973, established a 75' <br /> lakeshore setback requirement for all buildings. <br /> V. On December 19, 1974, Ordinance 4172 was adopted, amending the zoning <br /> code and establishing new zoning district classifications. Rural , <br /> unsewered areas of the City which had previously been zoned for either 1, <br /> 1 1/2 , or 2 acre minimum lot size, were rezoned to 2-acre minimum, with a <br /> 5-acre minimum lot size zone in the areas northwest of Stubb's Bay. The <br /> intent of the 2-acre minimum was to provide room for development on <br /> residential lots without the need to provide municipal sewers. <br /> Subsequent amendments included : <br /> A. Ordinance #179 , adopted September 8 , 1975, required 26' wetland <br /> setback . <br />
