Mabusth, having been first duly sworn on oath <br /> states and deposes as follows : <br /> 1. That I am the Building and Zoning Administrator for the <br /> City of Orono ( "City" ) and have served in this capacity since <br /> October, 1983. <br /> 2. That prior to becoming the Building and Zoning <br /> Administrator I worked for the City for five years as the City <br /> Zoning Administrator. <br /> 3. That since January 1, 1975, the City has not allowed <br /> the creation of new lakeshore lots that did not meet the required <br /> lineal width standards at lakeshore. <br /> 4. That the Chapman' s subdivision application (Zoning File <br /> No. 428) was assigned to me in October 1978. <br /> 5 . That on October 10, 1978, Kenneth Chapman, the <br /> subdivision applicant, and David Moore, the applicant 's real <br /> estate agent, presented a sketch plan of a subdivision before the <br />
