TO: Mayor Walsh and Council Members <br /> <br />FROM: Ron Olson, Finance Director <br />DATE: November 22, 2021 <br /> SUBJECT: 2022 Fee Schedule <br /> Attachments: <br />A. 2022 Proposed Fee Schedule <br /> <br /> <br />Staff has been working on updates to the current fee schedule. Prior to the adoption of the fee <br />schedule on December 13, a public hearing will be held. <br /> <br />Proposed Changes by section for the 2022 Fee Schedule are: <br /> <br />Planning and Zoning <br />• Application Fees - An increase of the base application fee from $275 to $325. This change is <br />based on an updated analysis of time and expenditures related to processing an application. <br /> <br />• Easement Creation – Add fee and remove reference to “Class I Subdivision” <br /> <br />• Building Permits – Changes recommended by MnSpect. <br /> <br />• Erosion Control Escrow – “Not to Exceed” was added to the amount. <br /> <br />• Demolition: Accessory Structure – Septic System and a $1,000 escrow were added to this fee. <br /> <br />• Annual Septic Fee – Changed from annual to quarterly to reflect change in billing frequency. <br /> <br />• Septic Late Fee – Changed from a flat amount to 3%/Quarter <br /> <br />• Miscellaneous Projects – this section was added to better organize the schedule. <br /> <br />• Fences – This is a new fee. <br /> <br />• Contracted Inspection Service – Removed from the schedule. <br /> <br />• Park Dedication – Staff has prepared a separate analysis of this section for the Council to give <br />direction on. <br /> <br />Utility Rates and Fees <br /> <br />• Point of Sale – “City Inspection” was added to better clarify City vs Private Inspection. <br /> <br /> <br />
