CITY OF ORONO MEMORANDUM <br /> <br />DATE: November 22, 2021 <br />TO: Mayor Walsh, City Council <br />Adam Edwards, City Administrator <br />FROM: Jeremy Barnhart, AICP, Community Development Director <br />RE: Park Dedication <br /> <br /> <br />As part of the fee schedule annual review, staff has been reviewing park dedication. Thought the <br />methodology and fees were last reviewed in 2011, the fees have been static since 2001. Park <br />dedication was identified as needing further study when the Subdivision code was reviewed in <br />2020. <br /> <br />After review of the current park system, and anticipated growth based on the 2040 <br />Comprehensive plan, staff proposes some changes to the park dedication methodology and <br />formula. In essence, the revised methodology is based on the premise that “Development pays <br />for itself.” Staff will go through the methodology at the workshop. <br /> <br />In summary, the current residential share of our park system is 0.10 acre per residential house <br />hold. The current Commercial/ Industrial share is 0.05 acres per C/I acre or 14 employees. Each <br />new Household (lot) should provide 0.10 acres of park dedication to maintain that level. Cash in <br />lieu of this land is that amount of land times the average predeveloped value of the property <br />being developed. A cap of park dedication is proposed, based on the density of the project. <br /> <br />The methodology recommended is based on no identified, specific needs for additional parks, <br />and limited trail additions. If the Council would like to incorporate these goals into the <br />methodology, a specific study should be completed to establish nexus of the additions (and <br />increased fee) to the proposed development. <br /> <br />These proposed changes will require an amendment to the subdivision code.
