CITY OF ORONO MEMORANDUM <br /> <br />DATE: April 12, 2021 <br />TO: Mayor and, City Council <br />FROM: Jeremy Barnhart, AICP, Community Development Director <br />RE: Density Tiers Discussion <br /> <br /> <br />In March, the City Council directed staff to review options to “shrink the ratios” of land use <br />densities, so that instead of residential densities of 20-25, 10-20, and 3-10, there are interim <br />increments. <br /> <br />Key issues shaping a solution include: <br /> Adding incremental densities will require a Comprehensive Plan Amendment, which <br />must be approved by the Met Council. <br /> Within 9 months, the zoning ordinance must be consistent with the land use categories. <br /> The Met Council carefully reviews growth projection based on the lowest of the guided <br />densities. <br /> Any parcels guided for density higher than 8 units per acre are considered ‘affordable’ <br />and the city must provide 154 units of ‘affordable’ housing’ based on the lowest density. <br /> The City must provide for 2,498 sewered households by 2030, and 2,785 households by <br />2040, an increase of 192 and 287 households, respectively over 2020 numbers. <br /> The City must maintain 3.0 units per acre in the sewered areas. <br /> <br /> <br />Staff will verbally discuss options and expectations on Monday.
