Exhibit M <br /> PARK COMMISSION AGENDA ITEM <br /> Item No.: 5 Date: November 4th,2019 <br /> Item Description: Proposal for Boathouse in Summit Beach Park <br /> Presenter: Long Lake Rowing Club Agenda Public Comment <br /> Section: <br /> 1. Purpose.The purpose of this action is to get a Park Commission recommendation on whether the city <br /> should partner with the Long Lake Rowing Crew allowing the club to construct and maintain a boat house <br /> and docks at Summit Beach Park. <br /> 2. Background. Long Lake Rowing Crew(LLRC)was founded in 2014 by a group who had a vision <br /> for the sport of rowing on Long Lake. LLRC has been operating out of the Birches site and the Long <br /> Lake Fire Department. However the Birches site is not ideally suited to launching boats and with the club <br /> growing it is looking for a place to construct a boathouse and training facility. The Club approached the <br /> City in 2018 about the possibility of partnering with the city for use of the Summit Beach Park location. <br /> LLRC is a non-profit,501 C#organization. The mission of Long Lake Rowing Crew is "to provide a safe, <br /> inspiring and educational opportunity for people of all ages to learn, enjoy and excel in the sport of <br /> rowing. LLRC is a volunteer-driven, non-profit club committed to knowledgeable instruction,personal <br /> and competitive achievement, and the well-being of its members and the greater Long Lake community." <br /> 3. Proposal. The LLRC will provide a presentation to the Commission on their proposal. In general <br /> improvements at the park would include a boathouse with admin and training facilities,public open <br /> space,public restrooms and a dock system. In addition a portion of the parking lot would need to be <br /> • paved by the club. <br /> 4. Considerations. The commission should consider the following. <br /> a. Does the proposal enhance or detract from the use of the park? <br /> b. What benefits would the proposal provide to the park;to the community? <br /> c. What costs would be incurred by the city? <br /> d. If approved,what requirements or restrictions does the commission recommend the City council <br /> consider imposing on the applicants plan? <br /> 5. Way Forward. <br /> a. Park Commission review and recommendation <br /> b. City Council initial review. <br /> c. Planning A Zoning Staff Review <br /> d. Planning commission Review—If required(ie.Variances needed) <br /> e. Building permit process <br /> f. Agreement/Lease developed <br /> g.
