This application is regarding an expansion of the delivery/takeout restaurant into <br />adjacent space. <br /> <br />2. MN§15.99 Application Deadline. The application was received on January 21, 2021 and <br />considered to be complete on February 2nd. Therefore the 60-Day review period expires on April <br />3, 2021. <br /> <br />3. Background/ Summary. Lulu’s Pizzeria opened their takeout and delivery restaurant in May of <br />2020 in the previous D’Vinci’s space. Their website is https://pizzerialulu.com/. An adjacent <br />tenant vacancy has provided them with an opportunity to expand. Restaurants are a conditional <br />use in the B-1 district. A conditional use permit is required in order to expand the restaurant use <br />into adjacent space. <br /> <br />There is no dine-in service. This expansion will not only provide more kitchen work space, it will <br />also add a new employee break and coat room, an office, a second restroom, and a small retail <br />space. The customer entry will move to the street front, the existing west entrance off of the <br />parking lot will serve as the delivery driver access. The restaurant is open, with peak times <br />generally over the dinner hour. The adjacent businesses’ peak times are generally earlier in the <br />day, impact to parking demand is seen as negligible. The staff report to the Planning Commission <br />is attached as Exhibit D, and provides additional analysis. <br /> <br />4. Planning Commission Vote and Comment. On February 16, the Planning Commission held a <br />public hearing. Following the public hearing the Planning Commission voted 7 to 0 on a motion <br />to approve the requested CUP. <br /> <br />5. Public Comment. No public comments have been received. <br /> <br />6. Staff Recommendation.
