This application is regarding an amendment to the approved plans associated with the <br />average lakeshore setback variance to construct additions to the existing home. The amended <br />plans reflect minor changes to the approved plans. <br /> <br />2. Background/ Summary. In October 2019, Council adopted Resolution No. 7030 which granted <br />average lakeshore setback variances for modifications to the existing home. The applicant is now <br />ready to begin construction, however the property owner has made some modifications to the <br />plans. The applicant has submitted revised plans identifying the adjustments (below) which are <br />outlined in more detail on Exhibit B. <br />a. Adjustment #1: Eliminate the proposed main level addition at the northwest (lake) side <br />of the house and rebuild the existing chimney and fireplace, located at an existing bay. <br />b. Adjustment #2: Increase the extension of a proposed new bay window at the kitchen <br />from 1’-6” to 3’-1”. The foundation and footprint of the house remains the same. <br />c. Adjustment #3: Eliminate approximately 378 square feet (18 ft x 21 ft) of a proposed <br />upper level addition, and the attached deck, located above the existing main level of the <br />house at the north end. Relocate an approved bay dormer from the eliminated space to a <br />new location over the original main level at the west side of the house. The size of the <br />revised upper level and roof is substantially smaller than the approved variance drawings <br />and fits within the footprint of the original house. <br /> <br />Some of the adjustments reduce the encroachments/variances, others propose expansions into <br />areas not approved. Nearly the entire site is lakeward of the average lake shore setback. The <br />same practical difficulties identified which supported the original variances also support the <br />current modifications. The adjacent property is situated across the bay and has no negative impact <br />as a result of the variances. <br /> <br />As with the original plans, the modifications will meet the 75-foot setback; however they will be <br />situated within the average lakeshore setback. <br /> <br />3. Staff Recommendation. Staff recommends the Council review the proposed modifications and <br />recommends approval of the draft resolution. The draft resolution upholds the original approvals <br />of Resolution 7030, yet reflects updated Exhibits B and C (plans).
