The Fire Chief has reviewed the site plan and provided comments to <br />the applicant. The Fire Department Connection will be on the eastern arm of the U shaped <br />building as requested. <br /> <br />Engineering Review. The City Engineer has identified a number of items to be addressed at the <br />time of building permit or during construction. These are incorporated in Exhibit G. <br /> <br />Except for the changes required, the plan is generally consistent with the general master plan <br />approved in 2018. <br /> <br />4. Background. The City Council approved the general concept plan on May 14, 2018 via <br />resolution 6869. That approval included a number of conditions: <br /> <br />The master development plan approved in May of 2018 included the following <br />conditions: <br />a. Metropolitan Council Approval of the Comprehensive Plan Amendment. - complete <br />b. Approval of the final Master Plan - pending <br />c. Additional Easements to protect existing water and storm sewer infrastructure. – <br />condition of approval <br />d. Approval of hardcover waiver as described. - approved <br />e. Revised Landscaping plan to meet plant number and size requirements - pending <br />f. Expansion of the sidewalk along Kelley Parkway - condition of approval <br />g. Siding material consistent with Stonebay Condominium. - Confirmation pending <br />h. An 8’ bituminous trail shall be provided along the southern property line. - Not <br />necessary <br />i. Payment of fees as prescribed. – condition of approval <br />j. Watershed approval of the drainage and erosion control measures. - complete <br />k. Building shall meet all fire and building codes. Fire chief shall approve all hydrant/ <br />connection locations. – condition of approval <br /> <br />Since review by the Planning Commission in February, the applicant has worked to address the <br />comments developed by staff, including the engineer and fire chief. These comments and responses <br />are outlined in Exhibit F. <br /> <br />5. Planning Commission Vote and Comment. On February 18th, the Planning Commission held a <br />public hearing. Following the public hearing, the Planning Commission voted 6-0 on a motion to <br />approve the master plan, subject to staffs recommended conditions. <br /> <br />6. Public Comment. No comments for or against the proposal have been received. <br /> <br />7. Staff Recommendation. Staff recommends the Council adopt the resolution approving the Final <br />Master Plan for the Orono Apartment building. <br /> <br />COUNCIL ACTION REQUESTED <br />City Council should review the approval resolution and adopt or amend. <br /> <br />Exhibits <br />A.
