Background. In December, while adopting the 2020 Fee schedule, the City Council noted a number <br />of fees that should be removed, including the Dock Permit fee*, Marina License fee, and Joint Use <br />Dock License fee. Additionally, through the development of the Dock Licensing Ordinance, and <br />changes to the Special Event process, further changes to the fee schedule were identified. <br /> <br />Exhibit A is the ordinance repealing the original 2020 fee schedule and adopting the revisions. <br />Exhibit B is an excerpt of the larger ordinance and highlights the changes proposed. <br /> <br />The changes include removal of the marina license fees, the joint use dock fees, adding a dock license <br />fee ($325 per year), changing the special event fees, and adding penalties for violation. <br /> <br />*In December, the Council suggested removing the dock permit fee of $50.00. After further review, <br />staff proposes to keep this fee, but provide a notation that it is only required for initial Joint Use dock <br />permits. This reiterates the need for an initial review of these features, which carry specific review <br />standards. <br /> <br />3. Staff Recommendation. Staff recommends the Council adopt the ordinance. <br /> <br />COUNCIL ACTION REQUESTED <br />City Council should adopt the ordinance as drafted. <br /> <br />Exhibits <br />A.
