To consider a sketch plan proposal for a 3 lot single family residential subdivision. <br /> <br />2. Background. The property is located in the LR-1A, zoning district (2 acre minimum), and currently <br />contains one house located on the south side. According to the survey, the property is 26.12 acres. The <br />property includes a segment of Long Lake Creek running through the property connecting the pond on the <br />west side to Long Lake. The proposed property would be divided into 3 lots. The new proposed private <br />road and cul-de-sac will be placed over the existing driveway. There is currently a shared driveway <br />which serves the home within the project property and 2 other homes. <br /> <br />Roads: The plan proposes a new private road to serve the proposed new lots, and a shared driveway off <br />of the cul de sac serving three lots: Lot 2, and 1305 and 1405 6th Avenue N. The City Code only allows <br />2 homes to share 1 driveway. This subdivision does not create or improve this non-conforming <br />situation. <br />The council should discuss if allowing flexibility to allow the existing 3 property to continue to share a <br />driveway off a new cul-de-sac would be supported. The alternative would be to extend the road to the <br />south, across long lake creek. <br /> <br />Utilities: The property is in the Metropolitan Urban Service Area (MUSA); however, sanitary sewer service <br />is not ‘available’. The applicant proposes establishing septic systems for each lot, shown on the sketch <br />plan. Water will be furnished by individual wells. <br /> <br />Natural Environment. City Code requires conservation design for projects either greater than 5 acres, or at <br />densities greater than one unit per 2 acres. A Conservation design plan will be required, unless waived by <br />the City Council. <br />The council may discuss support a waiver of the conservation design requirement in lieu of identifying <br />substantial trees (Oaks, Maple, Basswood, etc. greater than 6’ DBH). <br /> <br />3. Planning Commission Vote and Comment. The Planning Commission reviewed the proposed sketch <br />plan at the February 18, 2020 Meeting. The Commission advised the applicant to explore connecting to a <br />low pressure sewer system per the City Engineer’s comments. The Commission gave a favorable <br />recommendation to the project with the current design of the cul-de-sac driveway configuration and <br />conservation design waiver. <br /> <br />4. Public Comment No public comment was received. During the meeting, the applicant indicated that <br />the project may not go through, and that a portion of the property may be sold to a neighbor. If a new lot <br />is created, a subdivision will be required. It is not uncommon for a subdivision proposal to change <br />between the sketch and the preliminary plat stage. <br /> <br />5. Staff Recommendation.
