To consider an ordinance related to licensing of joint use facilities and marinas, and <br />amending the permitting requirements of seasonal docks and joint use facilities. <br /> <br />2. Background. The City Council identified a number of fees that should be changed during their <br />review of the fee schedule in December 2019; these fees required additional ordinance <br />amendments. Additionally, the Council directed staff to remove the marina licensing and joint <br />use facility licensing requirements from the ordinance. This ordinance makes those necessary <br />housekeeping amendments. <br /> <br />In December, the Council discussed exempting seasonal docks from the permitting requirements. <br />The draft does do that, but does require a joint use facility to obtain a permit, since there are a <br />number of city regulations that should be reviewed. <br /> <br />3. Planning Commission Vote and Comment. The Planning Commission reviewed the proposed <br />changes at their meeting on February 18, 2020. The Planning Commission supported the <br />changes. <br /> <br />4. Public Comment. No comments for or against the proposed changes have been received. <br /> <br />5. Staff Recommendation. Staff recommends the Council adopt the ordinance as drafted. <br /> <br />COUNCIL ACTION REQUESTED <br />City Council should review the ordinance and adopt or amend. <br /> <br />Exhibits <br />A.
