Page | 8 March 9, 2020 <br /> <br /> 285 <br />DIVISION 7. - GRADING AND LAND ALTERATIONS 286 <br /> 287 <br /> 288 <br />Sec. 78-1590. - Purpose. 289 <br />The purpose of this section is to promote the health, safety, and welfare of the community and to 290 <br />establish reasonable uniform limitations, standards, and controls for land alterations, excavating, filling 291 <br />and grading within the city. The regulations will allow the city to better manage stormwater discharge, 292 <br />ensuring drainage does not negatively impact neighboring properties, manage hauling traffic and noise, 293 <br />and prevent erosion issues onto adjacent properties, wetlands, lakes, and roads. It is the intent that 294 <br />development conform to the character of the land wherever practical, and the reconfiguration of the land 295 <br />necessary to support development be kept to the minimum amount necessary. 296 <br />(Ord. No. 219 3rd series, § 5, 12-10-2018) 297 <br />Sec. 78-1591. -– Information Required. All information required by the city shall be submitted for 298 <br />review. Required information may include, but is not limited to: Grading plans, cut/ fill calculations, haul 299 <br />route proposals, erosion control plan, and Watershed district comments. 300 <br />a. Grading plans involving Steep Slopes, Bluffs, or prepared for slope failure mitigation shall be 301 <br />prepared by a professional engineer licensed in the State of Minnesota. Grading plans A 302 <br />planshall showing proper drainage and protection of adjoining properties shall be submitted. 303 <br />b. The city engineer shall have the authority to refer any requests for land alteration permits to the 304 <br />city council for review and approval in instances where the land alteration appears to create 305 <br />negative impacts to the infrastructure network, length of time of the project, or be inconsistent 306 <br />with the goals and policies of the community management plan. 307 <br /> 308 <br /> 309 <br />Commented [JB13]: Some methods for slope failure <br />mitigation include underground retaining structures.
