The following is staff’s analysis regarding questions the <br />council had for the existing service line. <br />a. Freezing. The neighboring property owner (commenter) voiced concerns with their service line <br />freezing. The frost depth in our area is 42”. According to installers we contacted, they use 48 <br />inches as a minimum depth. If the pipe is installed shallower than 42”, it is insulated. Based on <br />the analysis above, the service line is well below the minimum depth for freezing. <br />b. Crushing. The Commenter also voiced concerns about their service line being crushed by traffic <br />on the proposed driveway. This concern highlights the need for an easement to protect their <br />interests. The engineering standard for depth for cover over a pipe is 2:1 of the pipe diameter. For <br />example, a 6 inch line would have 12 inches of minimum cover. The analyzed depth well exceeds <br />this minimum. If the commenter desires additional protection, they could include such language in <br />the easement. <br /> <br />5. Public Comment. The neighbor at 185 Bederwood submitted a letter of support. The neighbors from <br />222 Bederwood attended the Planning Commission and City Council Meeting and voiced their concerns <br />about the location of the proposed easement and protecting their existing sewer service line. <br /> <br />6. Staff Recommendation. <br />Planning Department Staff recommends approval for the requested variance. The Council could consider <br />the following: <br />1. The applicant could be required to field locate/ confirm the depth of and then protect the service <br />line where the proposed driveway crosses if less than 6.5 feet. <br /> <br />COUNCIL ACTION REQUESTED <br />Approve or amend the draft approval resolution. <br /> <br />Exhibits <br />A.
