You proposed to <br /> define the "top of bluff" as "that point on the cross-section of <br /> a bluff below which the slope becomes more than 18% and above which <br /> the average slope for a distance of 50' or more is 18% or less. " <br /> We find the proposed definition to be substantially compliant with <br /> the state shoreland management regulations and, therefore, find <br /> your proposed redefinition to be acceptable. <br /> Unless there is a substantive change in the proposed language <br /> during the public hearing process, I do not plan to comment <br /> further.
