This was a surprise to us, as this parcel <br /> has been considered as a public roadway since 1950 per the three attached quit-claim deeds. <br /> The parcel apparently since 1950 has been carried on County books as a separate tax parcel <br /> owned by the Town of Orono rather than being shown as a public road. We do not have tax <br /> records in-house prior to 1974, but for unknown reasons the parcel apparently was taxed in 1969 <br /> and those taxes apparently went unpaid. We don't have a record as to whether the City certified <br /> something to this parcel, or if the County somehow assigned a value to it and taxed it. The tax <br /> records for 1974 indicate it was owned by the Town of Orono, had an exempt status, with the <br /> earliest delinquent year as 1969, but no current taxes due. <br /> The 1978 tax books show it as exempt and now owned by the State Land Department. In 1982 <br /> the parcel appeared on a tax forfeit list and the City re-acquired it, as it was/is still being used for <br /> public road purposes—see Doc. 4704410 attached. <br /> Current tax records show the parcel status as Property Type: Vacant Land—Residential, Non- <br /> Homestead. The parcel has not been owned or used as residential property since 1950, and the <br /> quit-claim deeds by which the City initially acquired it make it clear that it can only be used for <br /> road purposes. <br /> What the City desires to have happen is as follows: <br /> 1) County re-assign the tax status as public roadway, and remove its designation as a tax <br /> parcel. <br /> 2) Allow the combination of the commonly-owned tax parcels 07-117-23-14-0029 and 07- <br /> 117-23-14-0036 owned by Richard Sundberg, which parcels are directly across the road <br /> from each other—see attached map. I believe you have been in contact with Christine <br /> Mattson of our office regarding this request. <br />
